Implementing funding arrangements for Regional Recovery Structures
This project was part of the work by the Department of Internal Affairs to support recovery from extreme weather events in the North Island of New Zealand. The role included providing advice to Recovery Ministers and working with the legal team to design funding arrangements. It involved working closely with counter-party regional and district councils to agree terms and then overseeing the distribution of funds to councils. Developing a streamlined and fit-for purpose approach to monitoring rounded out my work programme.
Leading a project to improve investment efficiency and outcomes
This included all aspects of project leadership and working with the business owner, sponsors and other senior leaders to shape the work programme. I led a multi-disciplinary and multi-agency team on problem analysis and option development. This included wide and ongoing internal engagement with subject matter experts and others, including external critical friends.
Assisting with racing industry recovery
This assignment involved assisting the Department of Internal Affairs with designing and implementing the racing industry support and recovery package in response to COVID-19.
Building a model of expected COVID-19 impacts on demand for tertiary education
This involved extensive data analysis and robust modelling drawing on multiple data sources. It culminated in reports to the client that directly shaped investment intentions.
Consulting on the reform of New Zealand's $30 billion school property portfolio
This assignment included strategic policy and cost modelling for a wide-ranging reform of the school property portfolio and how it is managed. I also led the design and development of a contestable fund to improve the sustainability of the school property portfolio.
Programme managing a significant climate change adaptation project for Kiribati on behalf of the Ministry of Foreign Affairs and Trade.
I provided advice and programme management services for this project over a three year period from initial concept through to the conclusion of Environmental and Social Impact Assessments, engineering feasibility assessment and design. This included involvement in all aspects of concept development, stakeholder engagement, business case development, procurement and contractor management.
Consulting to the Fiji Higher Education Commission on developing a Tertiary Education Strategy for Fiji
This project was and is of significant importance to the Fijian higher education sector. It included working with the Commission to identify priorities for the Strategy, contributing to the wording of the Strategy, leading and supporting stakeholder consultation and workshops. I also provided advice to the Commission on performance indicators and guidance on monitoring the Strategy as well as capability development needs to implement the Strategy. It was particularly rewarding to be invited into communities to hear their issues, concerns and aspirations and have the opportunity to help the Commission.
Provision of strategic policy advice for the Canterbury Earthquake Recovery Authority on recovery programmes for education, sport and heritage
This involved very active engagement with internal and external stakeholders, assessment of recovery proposals and advice to the Minister on their consistency with the Recovery Strategy. This work occurred in a context of high need, new legislation and formative processes and policies. It included guiding external parties through the process of developing recovery programmes and obtaining support from Government for investing in their recovery. It was a professional highlight to be able to contribute to the recovery in Canterbury.
A value for money review of investments over a 20 year period.
This required reviewing a multi-year, multi country investment programme to determine outcomes, value for money and options for improved future investment strategies. The work was very well received by the client and my findings were incorporated into forward planning.
Assisting the Ministry of Education as Principal Advisor to the Review of Special Education
This involved assisting leaders and Ministers to define the scope of the review and also to analyse and interpret the 2,000+ responses to the Review. I drafted the majority of the consultation document and held the pen on briefings to Ministers and papers to Cabinet. The Review was high profile with many vocal and passionate stakeholders with high expectations. It was a privilege to be involved in the Review and I maintain an ongoing interest in and passion for supporting learners with special education needs.
Developing risk detection, risk classification and risk reporting frameworks for the Tertiary Education Commission (NZ)
This included reviewing interventions available to the Commission, developing a schema for identifying and classifying risks and proposing approaches to responding to risks and performance issues at the earliest opportunity.
